On June 19-28, 2019, a research team of CASS Law Institute and CASS Institute of International Law, headed by Professor Chen Guoping, the secretary of the Joint Party Committee of the two institutes, visited Myanmar, Vietnam and Laos to carry out investigation on “Prevention of Legal Risk and Building of Legal Mechanism for the Construction of the 'Belt and Road'” in these three countries. Through the investigation, the research team has gain a comprehensive knowledge about the current situation of the rule of law in the three countries, including the legal tradition, the basic situation of legislation, administration of justice, enforcement of judgments, and the rule of law consciousness of citizens, especially the legal sources and specific provisions on foreign investment, and legal problems faced by Chinese enterprises investing in these countries and their solutions. At the end of the investigation, members of the research team have reached a consensus that the construction of the “Belt and Road” is a major measure taken by China to realize common development and sharing the fruit of development with countries along the “Belt and Road”. To better implement the “Belt and Road” Initiative, Chinese enterprises investing in countries along the “Belt and Road” must pay attention to legal risks in these countries and the Chinese government should speed up the construction and improvement of relevant legal cooperation and dispute resolution mechanisms. Members of the research team included Professor Li Zhong, Head of the Department of the Rule of Law Strategy of CASS Law Institute, Professor Chen Xinxin, deputy head of the Department, Professor Liu Jingdong, Head of the International Economic Law Department of CASS Institute of International Law, Professor Luo Huanxing, an associate research fellow, and Dr. Sun Nanxiang, an assistant research fellow of the International Economic Law Department.
