In recent years, the Institute of Law of the Chinese Academy of Social Sciences has carried out thorough study and interpretation of Xi Jinping Thought on the Rule of Law, focused on the construction of the "three systems" of law science with Chinese characteristics, taken profound theoretical research as the foundation of applied countermeasures research, promoted basic theoretical research and applied countermeasures research in innovationprojects, discipline building and think tank construction, strived to clarify ideas and take effective measures, and achieved good results.

I. seizing the good opportunities of major national legislative projects such as the compilation of the Civil Code and promoting the deep integration of legal theoretical research and countermeasure research

The compilation of the Civil Code is an important legislative decision made by the CPC Central Committee, and the Chinese Academy of Social Sciences has been designated by the CPC Central Committee as one of the five units involved in the compilation of the Civil Code. In accordance with the arrangements of the CPC Central Committee and the Chinese Academy of Social Sciences, CASS Institute of Law participated in the compilation of the Civil Code, and this important taskwas mainly undertaken by the Civil Law Department of the Institute.The Department has abundant theoretical achievements and excellent academic accomplishments accumulated by several generations of civil law scholars, and has won wide acclaim in the theoretical and practical circles of law.

II. focusing on major theoretical and practical issues in the field of constitutional and administrative laws, and promoting the two-way integration of legal theoretical research and countermeasure research

Constitutional law and administrative law are the dominant disciplines in the "Summit Strategy" discipline construction funding plan of of Chinese Academy of Social Sciences, the traditional dominant disciplines of CASS Institute of Law, as well as the important fields of constitution and administrative law research in China.Focusing on the requirements of speeding up the construction of the "three systems" of philosophy and social sciences with Chinese characteristics, the disciplines of constitutional law and administrative law adhere to the combination of basic theoretical research and applied countermeasure research, and strive to break through the barriers between them, and promote their two-way integration.

III.Improving the research organization and management system and mechanism and creating a favorable environment for the integration and development of theoretical research and countermeasure research

In recent years, CASS Institute of Law has also taken a series of measures toimprove the research organization and management system and mechanism, and strived to promote the integration and development of basic theoretical research and countermeasure research. Firstly, in terms of organizational system, scientific research departments and researchers are encouraged to give full scope to their respective strength and to gain, give full play to andstrengthen their advantages in basic research or countermeasure research. Some departments give priority to theoretical research or countermeasure research in light of their respective professional characteristics. Secondly, in terms of management mechanism, scientific research personnel, especially young scholars, are encouraged to develop in an all-round way in theoretical research and countermeasure research. For example, in the evaluation of professional titles and promotion, countermeasure research results, such as information submission, are given a certain weight as the evaluation basis, so as to guide scientific research personnel to develop in an all-round way. And thirdly, in terms of scientific research projects and topics, the Institute hasattached importance to both theory and application,and optimized the allocation of scientific research resources, so as toguarantee both the academic theoretical value and countermeasure application value of research results.
