A research team of CASS Institute of Law, led by Professor Mo Jihong, Secretary of the Jointly Party Committee of CASS Institute of Law and CASS Institute of International Law, Director of CASS Institute of Law, and Dean of the Law School of the University Chinese Academy of Social Sciences, visited Gannan Tibetan Autonomous Prefecture of Gansu Province and, together with the Office of Law-based Governance of the Party Committee of Gansu Province, carried out a joint field investigation on “the Theory and Practice of the Construction of the Rule of Law" from August 21 to 23, 2023. Ms. Zhao Chunyan, a second-level inspector of Gansu Provincial Department of Justice, accompanied the research team in the field investigation.  

During the field investigation, the research team visited some towns, villages, communities, temples, and comprehensive management centers in Xiahe County, Luqu County and Hezuo City, and conducted in-depth investigation and research through field visits, data access, and exchange of views and held a symposium with local cadres.  

At the symposium, the research team explained the significance and purpose of the investigation. Leaders of the United Front Work Department and the Political and Legal Affairs Commission of Gannan Party Committee, the Intermediate People's Court, the People's Procuratorate, the Ethnic Affairs Commission, the Public Security Bureau, and the Judicial Bureau of Gannan Prefecture, the Office of Law-based City Governance and the Jianmuerke Sub-district Office of Hezuo City, and the relevant persons-in-charge of Nawu Town introduced their main practices, bright spots, and experiences in the work of construction of the rule of law and grassroots social governance, including grassroots social management mechanisms, the “10-household joint prevention and control + people’s mediation” mechanism, and the publicity of and education on the rule of law. 

The research team fully affirmed the achievements and experiences of the rule of law construction and grass-roots social governance in Gannan Prefecture and exchanged views with local cadres on the existing problems and countermeasures.
