A delegation of CASS Institute of International Law, headed by Professor Liu Huawen, deputy director of the institute, attended the 9th Biennial Conference of the Asian Society of International Law, held in Bandung and Cimahi, Indonesia on August 7-9, 2023. The conference, which took “Reconstructing the Bandung Spirit for Asia to Lead in the New Era of International Law” as its theme, was sponsored by the Asian Society of International Law and jointly organized by the Indonesian Chapter of the Asian Society of International Law, the Faculty of Law of the University of Indonesia and Jenderal Achmad Yani University, and attended by hundreds of delegates from various Asian countries, Australia and some European countries. Apart from Professor Liu Huawen, members of the delegation of CASS Institute of International Law included Professor Dai Ruijun and Associate Professor Hao Luyi from the Institute, and Mr. Zhang Hao, a doctoral candidate majoring in international law at the Law School of the University of Chinese Academy of Social Sciences.
The three-day conference consisted of one youth forum, two plenary sessions and three parallel panels. The two plenary sessions were devoted to the themes of “Revisiting the Bandung Spirit and the Outlook of International Law” and “(Re)Configuring the new Multilateralism through Asian-African Perspectives” while the parallel panels covered a wide range of frontier issues in such fields as the history and theories of international law, the role of international law, the third-world outlook of international law, the Bandung Spirit and contemporary International law, international environmental law, international law of the sea, cyberspace and international law, international human rights law, international criminal law, international investment and commercial law, and resolution of international disputes.
As a member of the United Nations Committee against Torture and Vice President of the Asian Society of International Law, Professor Liu Huawen gave a keynote speech entitled "Inheriting the Bandung Spirit and Promoting the Development of International Rule of Law in Asia" at the first plenary session of the conference. He also presided over the Sub-forum on International Investment Law. Associate Professor Hao Luyi gave a presentation on "The right to development and its response to global forced displacement" in the international criminal law session of the forum. Dr. Zhang Hao gave a presentation on "The Application of Interim Measures by the Committee against Torture in the Context of the Individual Communications Procedure" in the International Human Rights Law Session of the forum. During the seminar, members of the delegation also had an in-depth exchange of views with speakers on the subjects of international law, universal jurisdiction, domestic application of human rights treaties and the effectiveness of human rights monitoring mechanisms.
As a non-profit non-governmental international organization, the Asian Society of International Law is the most influential academic society of international law in Asia and one of the most influential academic societies of international law in the world. It aims to promote the research, teaching and practice of international law in Asia and other regions and build a high-level academic exchange platform for relevant international law scholars and practitioners, thus promoting the contribution of Asian countries and regions to the development of international law and world peace. The Asian Society of International Law regularly holds biennial conferences and regional seminars and edits and publishes the academic journal Asian Journal of International Law.
