Professor Liu Huawen successfully re-elected as a member of the UN Committee Against Torture


 
A meeting of States parties to the United Nations Convention Against Torture was held in Geneva on 1 October 2025 to elect members to the UN Committee Against Torture who will replace the five current members whose terms expire on 31 December 2025. Professor Liu Huawen, a current Chinese member of the Committee and the deputy director of CASS Institute of International Law, was re-elected a member of the Committee, with a new term of office extending from January 1, 2026, to December 31, 2029.
The United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment was adopted by the United Nations General Assembly on December 10, 1984 and officially came into force in June 1987. The United Nations Committee Against Torture is a compliance monitoring body established under the Convention. Its main functions include considering periodic reports submitted by States parties, preparing general comments, examining communications from States parties and individuals, etc. China became a party to the Convention in November 1988. Since then, four Chinese experts, including Yu Mengjia, Zhang Kening, Zhang Honghong, and Liu Huawen, have successively served as members of the United Nations Committee against Torture.
