Professor Li Zhong interviewed by Legal Daily on the completion on schedule of the intra-Party Regulation System:
an important milestone that provides effective institution guarantee for the “Governance of China”

In the important speech given in celebration of the centenary of the Communist Party of China, Party General Secretary Xi Jinping pointed out that the CPC will “adhere to the principle of regulation-based governance over the Party and develop a relatively complete system of intra-Party regulations”. Recently, Professor Li Zhong, Head of the Department of Rule of Law Strategy of CASS Law Institute, was interviewed by the newspaper Legal Daily on the meaning and the significance of “the formation of a relatively complete system of intra-Party regulations”. Professor Li Zhong has led or participated in the drafting of many intra-Party regulations, including the Regulations on Practicing Thrift and Opposing Waste in Party and Government Bodies, the Regulation of the Communist Party of China on Development of Intra-Party Regulations, the Provisions of the Communist Party of China on the Recordation and Review of Intra-Party Regulations and Regulatory Documents. In the interview, Professor Li pointed out that,under the strong leadership of the CPC Central Committee and through the joint efforts of all parties, China have developed a relatively complete, harmonious and unified intra-Party regulation system based on the Party constitution, adapted to the needs of Party leadership and Party building, and with complete categories and scientific styles,thus enabling the Party to have rules to go by in the main aspects of its life. As of May 2021, there are 210 intra-Party regulations at the Central level, 162 at the ministerial level, and 3210 at variouslocal levels. The formation of a relatively complete system of intra-Party regulations is of great significance to the long-term governance by the Party and the long-term stability of the country: it is an important guarantee for improving the Party's leadership and governance capabilities, a fundamental and long-term policy of strengthening Party self-discipline in an all-round way, a basic prerequisite for advancing the modernization of the system and capability of state governance, and a contribution of Chinese wisdom and Chinese solutions to the political civilization of mankind.
