The ninth session of the Shatan Youth Forum "Rule of Law and Chinese Modernization" in 2023, sponsored by the Institute of Law and the Institute of International Law of Chinese Academy of Social Sciences, was held in Beijing on September 13th, 2023. At this session of the forum, a lecture was given by Dr. Dai Di, an assistant research fellow at the Constitutional and Administrative Law Department of CASS Institute of Law. The lecture was presided over by Zhang Jingui, head of the Research Coordination and International Cooperation Department of CASS Institute of Law, and attended by more than 30 young researchers from the CASS Institute of Law and CASS Institute of International Law.
In the lecture, entitled Highlights of the Revision of the Administrative Reconsideration Law, Dr. Dai Di introduced the principles followed and concrete institutional innovations made by China in the revision of the Administrative Reconsideration Law. After the lecture, the participants carried out discussion and exchanged opinions on such issues as the comparison between the administrative reconsideration system and the administrative litigation system, "procedural idling" in the administrative reconsideration system, the scope of application of the mediation system in administrative reconsideration, the approaches to the substantive resolution of administrative disputes, and the effectiveness of administrative penalty in administrative litigation and administrative reconsideration.
