The 2023 Annual Conference of the Constitutional Law Society of China Law Society was held at Hainan University in Haikou, Hainan Province on October 21-22, 2023. The conference, which took "Perfecting the System for Ensuring the Full Implementation of the Constitution" as its theme, was sponsored by the Constitutional Law Society of China Law Society and jointly organized by the Law School of Hainan University, the Legal Innovation Team of Hainan Free Trade Port and Jiangsu Fides (Haikou) Law Firm. More than 170 papers were submitted to the conference and nearly 300 experts, scholars and students from universities and research institutions across the country and relevant departments of China Law Society and the National People's Congress attended the conference.
At the opening ceremony, presided over by Professor Mo Jihong, executive vice president of the Constitutional Law Society of China Law Society, director of CASS Institute of Law and dean of the Law School of the University of Chinese Academy of Social Sciences, speeches were given by Ms. Zheng Shuna, vice president of China Law Society and president of the Constitutional Law Society of China Law Society, Professor Fu Xuanguo, Party secretary of Hainan University, and Mr. Wang Chongmin, vice president of Hainan Law Society and vice chairman of the Legislative Affairs Commission of the People's Congress of Hainan Province.
At the plenary session and three sub-forums that followed, the participating constitutional scholars carried out discussions around such topics as upholding and strengthening the Party's overall leadership over the constitutional work, improving the socialist legal system with Chinese characteristics with the Constitution as the core, standardizing and institutionalizing constitutional supervision, improving the capacity for and quality of constitutional review and recordation review, Chinese constitutional discipline system, academic system and discourse system, the guiding position of Chinese constitutional theory in the rule of law education, constitution-based legislation and legislation in major fields, emerging fields and foreign-related fields, Hainan Free Trade Port, Pudong New Area and Guangdong-Hong Kong-Macau Greater Bay Area More than 100 scholars gave speeches, sub-forum reports and comments.
During the conference, a congress and a Council meeting of the society were held. On the afternoon of October 22nd, various specialized committees of the society held their own academic annual meetings or academic symposiums.
