The eleventh session of the Shatan Youth Forum: "Rule of Law and Chinese Modernization" held


 

The 11th session of Shatan Youth Forum: "Rule of Law and Chinese Modernization", sponsored by Institute of Law and Institute of International Law of Chinese Academy of Social Sciences, was held in Beijing on October 17, 2023. At the forum, Dr. Wang Huiru, an assistant research fellow at the National Law Department of CASS Institute of International Law, gave an academic lecture entitled "The Trend of Development of the US Export Control System and China's Response". The forum was presided over by Professor Sun Nanxiang, Deputy Head of the Research Coordination and International Cooperation Department of CASS Institute of International Law, and attended by more than 30 young researchers from CASS Institute of Law and CASS Institute of International Law.




In the lecture, Dr. Wang Huiru introduced a series of new trends and features of the US export control policy towards China in recent years and pointed out that the abuse of export control policy on grounds of "national security" seriously challenges the multilateral international order with the UN Charter as the core and the international trade order with the World Trade Organization system as the core. In response to the severe challenges brought by US export control, China should enrich and improve its “toolbox” of countermeasures, strengthen international cooperation, promote the reform of international dispute settlement mechanism, and guide enterprises to build the capacity for risk prevention and compliance. At the same time, China should uphold and promote the concept of the construction of a community with shared future for mankind, deeply integrate itself into the global economy with a high level of openness, and become the defender of the security and stability of the global industrial chain and supply chain and the promoter of deep cooperation.




After the lecture, the participants exchanged views on the implementation mechanism for the Anti-Foreign Sanctions Law, the institutional differences between China and the United States in export control, the effectiveness and future prospects of the World Trade Organization, and the protection of the legitimate rights and interests of Chinese enterprises.
