The Forum on Foreign-related Rule of Law in 2023: "World Modernization and the Construction of Chinese System of Foreign-related Rule of Law", sponsored by the Institute of International Law of Chinese Academy of Social Sciences and jointly organized by the National Foreign-related Rule of Law Research Base, the Advantage Discipline of Foreign-related Rule of Law of Chinese Academy of Social Sciences, the Center for Foreign-related Rule of Law Studies of the Institute of International Law of Chinese Academy of Social Sciences and the Editorial Board of the Chinese Review of International Law, was held in Beijing on November 2, 2023.

At the opening ceremony, presided over by Ms. Ding Sai, deputy director of CASS Institute of International Law, opening speeches were given by Mr. Zhang Sujun, member of the Party Group and Vice President of China Law Society, Ms. Du Yaling, Director of the Bureau of International Cooperation of the Ministry of Justice, Mr. Chen Yusong, Deputy Director of World Trade Department of the Ministry of Commerce, and Professor Mo Jihong, Director of CASS Institute of Law. 

After the opening ceremony, Professor Mo Jihong, Mr. Zhang Naigen, a distinguished professor at the Law School of Fudan University and vice president of Chinese Society of International Law, Mr. Han Liyu, a professor at the Law School of Renmin University of China and vice president of WTO Research Committee of China Law Society, Mr. Zuo Haicong, a professor at the Law School of University of International Business and Economics and the leading expert of the Foreign-related Rule of Law Research Base, Mr. Li Shouping, dean of the Law School of Beijing Institute of Technology, Mr. Huang Zhixiong, vice dean of the Law School of Wuhan University, Ms. Chen Yongmei, a professor at the School of International Law of Southwest University of Political Science and Law, Mr. Zhang Sheng, a professor at the Law School of Xi'an Jiaotong University, and Professor Qu Xiangfei, the editorial director of the Chinese Review of International Law, shared their experiences in the construction of the Foreign-related Rule of Law Research Base. After listening to the experiences of the construction of the research base, the leading experts of the guiding units of the national foreign-related rule of law research base also put forward their suggestions for the future construction and development of the base. 

In the keynote speech session, presided over by Professor Mo Jihong, Professor Zhang Naigen, Professor Liu Jingdong, Head of International Economic Law Department of CASS Institute of International Law, Professor Han Liyu, Professor Zuo Haicong, Professor Li Shouping and Professor Huang Zhixiong each gave a keynote speech on "Objects of Adjustment of Foreign Relations Law from the Perspective of the Belt and Road Initiative", "Innovation of International Rule of Law through the Law-based Belt and Road Initiative", "From China to China - Hundred Schools of Thought and Contemporary International Law", "Several Issues relating to the Application of Foreign State Immunity Law", "China's Foreign State Immunity Law and Its Institutional Innovation in the New Era", and "the International Game of Network Sovereignty and China's Position", respectively.

The theme discussion session was pided into two units, in which the participants gave presentations and carried out discussions on various issues around the topics of "the idea and paths of bringing foreign relations under the rule of law" and “the exploration and construction of law-based Belt and Road”.

At the closing ceremony of the forum, presided over by Professor Liu Xiaomei, head of the Research Coordination and International Cooperation Department of CASS Institute of International Law, concluding remarks were made by Professor Liu Jingdong.
