The sub-forums of the first "The Rule of Law Times" Innovation Forum and the Release of "Cases/Persons/Papers/Products of Innovation in the Rule of Law in 2023" were held in Beijing on December 16, 2023. The forum was jointly sponsored by China Democracy and Legal System Publishing House Co., Ltd. and CASS Institute of Law and jointly organized by the Rule of Law Times Magazine of China Democracy and Legal System Publishing House, the Center for Publicity of and Education on the Rule of Law and Public Law Studies of CASS Institute of Law, China Association of Small and Medium Enterprises, the Institute of Smart Rule of Law and Social Governance of China Institute for Innovation and Development Strategy, the Law School of the University of Chinese Academy of Social Sciences and Yingke Law Firm. Taking "Giving Full Play to Innovation to Build a Law-based China" as its theme, the forum aimed to explore the theory and practice of rule of law innovation in the new era, promote the transformation and application of academic achievements, and advance the innovative development of legal work.

The forum consists of such links as the opening ceremony, keynote speeches, the release of books and research results, as well as six parallel sub-forums with different themes, including “the law-based business environment in counties", "publicity of and education on the rule of law", "smart public legal services", "smart legal affairs", "legal education and legal theoretical research in the new era" and "the foreign-related rule of law".

The sixth parallel sub-forum, "Innovation Forum on the Foreign-related Rule of Law", held on the afternoon of December 16th, was jointly sponsored by CASS Institute of Law, CASS Institute of International Law, and China Democracy and Legal System Publishing House Co., Ltd. 

Taking "Adhering to Coordinated Advancement of Domestic Rule of Law and Foreign-related Rule of Law" as its theme, the forum consisted of four units, including the release of the book series The "Belt and Road" Library, the release of the "Report on Strengthening the Implementation of the Law-based Belt and Road Initiative in Gansu Province", the launching of the "Yingke Global One-hour Legal Service Ecosphere", and the seminar on "The Important Role of Foreign-related Legal Services in the Construction of the Foreign-related Rule of Law".
