The Seminar Commemorating the 70th Anniversary of the Adoption of the 1954 Constitution and the 70th Anniversary of the Establishment of People's Congress System, jointly organized by the Constitutional Law Society under China Law Society, Public Law Research Center of Renmin University of China, Institute of Law of Chinese Academy of Social Sciences, Research Center on Constitutional Implementation of Peking University, Law School of University of Chinese Academy of Social Sciences, Law School of Shandong University, and Institute of Constitutional and Administrative Law of Shandong University, was held in the Qingdao Campus of Shandong University on September 22, 2024.

The seminar was attended by experts and scholars from Peking University, Tsinghua University, Renmin University of China, Chinese Academy of Social Sciences, Wuhan University, Jilin University, Shandong University, Southwest University of Political Science and Law, Zhongnan University of Economics and Law, Beijing University of Aeronautics and Astronautics, Zhejiang University, Central University of Finance and Economics, Central South University, East China Normal University, Sun Yat-sen University, Guangdong University of Foreign Studies, Zhengzhou University, Tianjin University, Ocean University of China, People's Public Security University of China and other universities and scientific research institutions, as well as officials from the National People’s Congress, the People’s Congress of Shandong Province, the People’s Congress of Guangzhou City, the People’s Congress of Nantong City, the People’s Congress of Qingdao City, and the Education Department of Shandong Province.

At the first part of the seminar, keynote speeches were given by Qin Qianhong, vice chairman of Constitutional Law Society of Wuhan University and editor-in-chief of Law Review, Liu Maolin, a vice president of the Constitutional Law Society under China Law Society and a professor at Zhongnan University of Economics and Law, Wang Lei, a vice chairman of the Constitutional Law Society under China Law and a professor at Peking University Law School, Miao Lianying, a vice chairman of the Constitutional Law Society under China Law and the dean of Zhengzhou University Law School, Ren Xirong, a vice chair of the Constitutional Law Society under China Law Society and a professor at Jilin University Law School, on the topics of "the relationship between the Constitution and branch laws", "key issues in the full implementation of the Constitution", "adhering to, perfecting and ensuring the smooth operation of the system of constitutional interpretation of the National People's Congress system" and "the inheritance and development of the 1954 Constitution by the current Constitution", respectively.

At the second part of the seminar, which was divided into four sessions, the participants gave presentations and carried out discussions on a wide range of issues aground the topics of "Historical Experiences relating to the Common Program and the 1954 Constitution", "Upholding the Integrity and Innovating the People's Congress System", "Constitutionality Review, Recordation Review and Constitutional Development in the New Era" and "Chinese-style Modernization and Comprehensive Implementation of the Constitution".
