The Launching of the Report on the Development of China’s Government Openness (2024) and the Seminar on the Theory and Practice of Openness of Government Affairs was held in Longkou City, Shandong Province on November 9-10, 2024.
The event was sponsored by CASS Institute of Law, organized by the CASS Center for Studies of National Rule of Law Indices, and attended by leaders and staff members of governments of 11 provinces, 32 prefecture-level cities, 20 county and municipal districts, 2 intermediate people's courts, 1 provincial people's procuratorate, 1 local prison administration and 1 local public security bureau, experts and scholars from CASS Institute of Law and CASS International Law, Party School of CPC Central Committee (National Academy of Governance), Peking University, China University of Political Science and Law, University of International Business and Economics, Minzu University of China, Shandong University, Ocean University of China, Shanghai University of Political Science and Law, as well as representative from some Internet companies and news media.
At the seminar, Professor Li Lin, a member of the Chinese Academy of Social Sciences and a research fellow at CASS Institute of Law, and Professor Lu Yanbin, head of the Department of Survey and Studies of National Indices of Rule of Law of CASS Institute of Law, each gave a keynote speech on improving the socialist rule of law system with Chinese characteristics, studying and implementing the spirit of the rule of law in the Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, and promoting comprehensive deepening of reform through the openness of government affairs. Other participants of the seminar gave presentations and carried out discussions on a wide range of issues around the topics of high-quality development of the openness of government affairs, openness from the perspective of politics and law, improving governance efficiency through the openness of government affairs, and optimizing business environment through the openness of government affairs.
