The seminar on the proposed major CASS innovation project "Research on the Reform of Administrative Law Enforcement System and Mechanism" was recently held in Beijing. The seminar was presided over by Mr. Zhang Jingui, Head of the Research Coordination and International Cooperation Department of CASS Institute of Law, and attended by more than 40 people, including Professor Mo Jihong, member of the Chinese Academy of Social Sciences and director of CASS Institute of Law, Professor Xie Zengyi, deputy director of CASS Institute of Law, representatives from other relevant units of the Chinese Academy of Social Sciences and members of the project team.

At the seminar, Professor Li Xia, the person in charge of the project and head of the Constitutional and Administrative Law Department of CASS Institute of Law, made a presentation on the elemental issues, key and difficult points, framework structure and schedule of the project. Sub-project leaders Jong Li, Chen Minghui, Lu Chao, Fu Chuangyu, and Feng Zixuan introduced the five sub-projects, including horizontal and vertical allocation of administrative law enforcement power, administrative law enforcement collaboration and supervision system and mechanism, and response and adjustment by administrative law enforcement system and mechanism to the digital age.
Experts from Tsinghua University, Peking University and other universities and scientific research institutes as well as the Legislative Affairs Commission of the Standing Committee of the National People's Congress, the Legislative Affairs Department of the Ministry of Transport and other government organs fully affirmed the research value, analysis framework and research ideas of the project, and put forward guiding opinions and suggestions from different angles.
