Experts from CASS visit the Hong Kong Independent Commission Against Corruption


A delegation of the CASS Center for Studies of National Index of the Rule of Law of the Chinese Academy of Social Sciences, led by Professor Tian He, director of the Center, visited the Hong Kong Independent Commission Against Corruption on August 19, 2025 to conduct in-depth exchanges on issues such as the construction of a clean government and the development of the rule of law. Members of the delegation included Associate Research Fellow Wang Xiaomei and Assistant Research Fellow Liu Yanpeng from CASS Institute of Law, Assistant Research Fellow Shi Peipei from CASS Institute of American Studies, and Ms. Liu Dan, director of the Office of the  Chinese Institute of Hong Kong.
 
 
During the visit, the delegation held a meeting with Mr. Qiu Shuchun, Deputy Commissioner and Chief of Executive Division of the Hong Kong Independent Commission Against Corruption, Mr. Liang Junyu, Chief International Cooperation Officer of the Independent Commission Against Corruption, Mr. Mo Yongxian, Chief Investigation Officer of the Independent Commission Against Corruption, Ms. Wang Yan, Deputy Director of the Hong Kong International College Against Corruption, and Mr. Wen Yingxiong, Director of the General College of the Hong Kong International College Against Corruption.
 
 
At the meeting, Mr. Qiu Shuchun introduced in detail the working strategies of, challenges faced by, and future development plans for the Hong Kong Independent Commission Against Corruption in the current complex social environment. Professor Tian He spoke highly of the work of the Hong Kong Independent Commission Against Corruption, shared the research results of her Center in the fields of evaluation of the rule of law index and investigation of the national conditions of the rule of law, and put forward constructive suggestions on how to further strengthen and enhance public participation in the rule of law construction. The guests and hosts carried out heated discussions on topics such as integrity education for public officials, innovation of the integrity system, and the application of big data in anti-corruption work.
