The third "Rule of Law Era" Innovation Forum and the first Seminar on the Development and Innovation of the Rule of Law were held in Beijing on September 20, 2025. The forum and the seminar were jointly organized by China Democracy and Legal System Publishing House and CASS Institute of Law, and jointly organized by the Rule of Law Times magazine of China Democracy and Legal System Publishing House and the Center for Rule of Law Publicity and Education and Public Law Studies of CASS Institute of Law.
At the forum, Professor Mo Jihong, a member of the Chinese Academy of Social Sciences and director of CASS Institute of Law, announced on behalf of CASS Institute of Law and CASS Institute of International Law the official formation of the school of thought of the development of the Chinese rule of law, with the academic strength of the two CASS institutes as the main body.
Professor Li Honglei, Secretary of the Joint Party Committee of CASS Institute of Law and CASS Institute of International Law, delivered a keynote speech entitled "Building a National Team of Legal Research and the School of Thought of the Development of the Chinese Rule of Law". Professor Liu Xiaomei, head of Research Coordination and International Cooperation Department of CASS Institute of International Law, Professor Lv Yanbin, head of Department of the Studies and Survey of the National Situation of the Rule of Law, Professor Zhu Guangxin, head of the Civil Law Department, Professor Feng Jue, head of the Editorial Board of Chinese Journal of Law, and Professor Sun Shiyan, Deputy Editor-in-Chief of Chinese Review of International Law, introduced the outstanding contributions made by several generations of legal scholars of CASS Institute of Law and CASS Institute of International Law in academic research, policy consultation, participation in legislation, popularization of law and foreign exchanges and explained from different perspectives the formation and development, representatives personages, as well as main academic achievements of the school of thought of the development of the Chinese rule of law.
