The Seminar on "Legal Guarantee for Building Cyberspace Power and Digital China", as part of a series of academic activities commemorating the tenth anniversary of Xi Jinping’s "May 17" important speech, was held in Beijing on May 31, 2026, on the occasion of the eighth anniversary of the establishment of the Cyber and Information Law Department of the CASS Institute of Law. The seminar was sponsored by the CASS Institute of Law and organized by the Cyber and Information Law Department of the CASS Institute of Law, the Cyberspace Power Building, the Innovation Project Team on the Cyber Rule of Law, and the Laboratory Incubation Special Funding Project Team on "Artificial Intelligence Security Governance".

At the seminar, experts and scholars from the Supreme People's Court, the Supreme People's Procuratorate, the Legislative Affairs Commission of the Standing Committee of the National People's Congress, the Office of Central Cyber Affairs Commission, the Beijing Intellectual Property Court, the Beijing Internet Court, the Hangzhou Internet Court, the Guangzhou Internet Court, the Chengdu Internet Court, as well as universities and scientific research institutions such as the Chinese Academy of Social Sciences, Peking University, Tsinghua University, Renmin University of China, Jilin University, East China University of Political Science and Law, Northwest University of Political Science and Law, Central University of Finance and Economics, Tongji University, China Academy of Information and Communication Technology, China Mobile, Tencent, Alibaba, Tik Tok and other enterprises, and representatives of practical circles carried out in-depth discussions on the theoretical and practical frontier issues of legal guarantee for the building of cyberspace power and Digital China.
