In September 2025, President Xi Jinping proposed the Global Governance Initiative at the Shanghai Cooperation Organisation Plus Meeting. In September 2026, on the occasion of the first anniversary of launch of the Global Governance Initiative, the CASS Center for Human Rights Studies and the Academy of Contemporary China and World Studies of the China Foreign Languages Publishing Administration (ACCWS) jointly released a research report entitled the Human Rights Implications of the Global Governance Initiative, which systematically explains the human rights meaning, theoretical value, and practical path of the Global Governance Initiative, so as to help the international community better understand the Global Governance Initiative, promote its implementation, and reform and improve global human rights governance system.
