Huang Fang, female, a native of Tongjiang City, Sichuan Province; research fellow and professor, CASS Law Institute; member of Central Legal Affairs Commission of China National Democratic Construction Association; member of Legal Affairs Commission of Beijing Committee of China National Democratic Construction Association; council member, China Branch of International Association of Penal Law; associate professor and second-level police supervisor, Chinese People's Public Security University.
