This book reflects on and explores the underlying logic, the institutional structure, and the systemic coordination of the construction of the carbon emissions trading system. The author holds that the carbon emissions trading system belongs to the category of social regulation and is the result of the embodiment in law and institutionalization of legal obligations for carbon control. This is the logical starting point for analyzing and studying the construction of the carbon emissions trading system and related issues. The author studies the carbon emissions trading system from four aspects: underlying logic, core concepts, ontology structure, and system coordination. He believes that, from the perspective of ensuring the effectiveness of the carbon emissions trading system, the construction and operation of the system should be positioned as a "policy experiment" aiming at achieving carbon control goals. In the construction of the system and the solution of related problems, China should take into full consideration the large number of uncertainties it will encounter in the operation of the system.
