Professor Liao Fan, a research fellow and the Deputy Director General of the CASS Bureau of International Cooperation, accepted an online video interview by the China Global TV Network (CGTN) program “Global Watch” on January 31, 2021 on the announcement by the Chinese Foreign Ministry that China would no longer recognize the so-called BNO passport as a travel document and ID document as of Jan. 31, 2021. In the interview, Professor Liao carried out analysis and made commentaries mainly around such issues as the consensus reached between China and UK on the nature and role of BNO in the Memorandum of the Sino-British Joint Declaration on Hong Kong, the British Government’s violation of the consensus, the current and potential impact of China’s non-recognition of BNO passports on the holders of such passports, and the competence of the Central Government in adopting this measure.
