The Academic Seminar "Review and Prospect of the Construction of Intra-Party Regulations of the Communist Party of China" Successfully Held

The academic seminar "Review and Prospect of the Construction of Intra-Party Regulations of the Communist Party of China", co-sponsored by CASS Law Institute and CASS Institute of International Law and jointly organized by the Department of the Rule of Law Strategy of CASS Law Institute and CASS Institute of International Law and the CASS Center for Studies of Xi Jinping Thought on the Rule of Law, was held in Beijing on June 29, 2021.The seminar, organizedin celebration of centennial the founding of the Communist Party of China, was attended by about 30 experts and scholars from the Party School of the CPC Central Committee (National Academy of Governance), Chinese Academy of Social Sciences, Peking University, China University of Political Science and Law, Central University of Finance and Economics, Beijing Union University, Capital Normal University, Shanghai University of Political Science and Law, Beijing Municipal Party School, Sichuan Provincial Party School and other universities and research institutions.

 

 

The opening ceremony of the seminar was presided over by Li Zhong, Head of the Department of the Rule of Law Strategy of CASS Law Institute and CASS Institute of International Law.Professor Chen Su, a member of CASS and Director of CASS Institute of Law, delivered a speech, in which he pointed out that intra-Party regulations has accompanied the Communist Party of China throughout its development history since the very beginning. They are the basic principles for the establishment, management and governance of the Party, as well as important means by which the Party leads and guarantees the development of the country. They areconducive to ruling the country by law in an all-round way, improving the Party’s leadership and governance,and promoting the modernization of the state governance system and capability.On the occasion of the centennial of the founding of the Party, it was of great significance to hold this seminar to look back on the history and look forward to the prospect of intra-Party regulations. CASS Law Institute has attached great importance to the study of intra-Party regulations, built a research platform, created favorable conditions, and achieved remarkable results. He expressed the hope that this seminar would produce practical results and provide more solid theoretical support for the further development of intra-Party regulations.

 

 

The seminar was divided into two sessions - “the basic experience of the construction of intra-Party regulations” and “accelerating the improvement of the system of intra-party regulations” –in which the participating experts and scholars carried out in-depth discussions on suchissues as the century-old history of the construction of intra-Party regulations, the system of intra-Party regulations, the guarantee system for the construction ofintra-Party regulations, and the enforcement power of intra-Party regulations.

The closing ceremony of the seminar was presided over by Professor Liu Xiaomei, Head of the Department of Research Coordination and International Cooperation of CASS Institute of International Law. At the ceremony, Professor Chen Guoping, Secretary of the Joint Party Committee of CASS Law Institute and CASS Institute of International Law, gave a systematic summarization of the seminar and spoke highly of the academic results achieved by the seminar. He pointed out that intra-Party regulationsof the Communist Party of China have gone through a hundred-year process of tortuous development. They are an important magic weapon for the Party to overcome various difficulties and obstacles and achieve one victory after another. Theyare the institutional codesof the governance of China. This seminar was not only a review of the glorious history of intra-Party regulations in the past century, but also a prospect for the innovative development of intra-Party regulations in the new era. CASS Institute of Law and CASS Institute of International Law would continue to support the study of intra-Party regulations, and make their due contributions to further construction of the system ofintra-Party regulations from a new starting point.
