The Launching of Blue Book Series on the Rule of Law in China in 2022 and the Seminar on the Development of the Rule of Law in China, jointly sponsored by the Institute of Law of the Chinese Academy of Social Sciences and Social Science Academic Press, were held in a combined online and offline form on June 16, 2022. Mr. Zhao Qi, secretary-general and a member of the Party group of the Chinese Academy of Social Sciences, delivered a speech at the event. In his speech, Mr. Zhao Qi pointed out that, to build a higher-level rule of law in China, it is necessary to adopt scientific methods and a pragmatic attitude, keep track of the completion of various tasks, systematically summarize the achievements and experiences of the construction of the national legal system, explore the laws of the construction of the socialist rule of law with Chinese characteristics, and put forward higher-level opinions and suggestions on solving problems in the construction of the rule of law. All these have made new and higher requirements for the Blue Book of the Rule of Law. He hoped that the team of the CASS Institute of Law would work together with experts from various fields to coordinate and promote theoretical research, practical exploration and experience summarization, continuously improve the quality of the blue book, and give better play to the positive role of the rule of law in securing the foundation, stabilizing expectations, and bringing long-term benefits, and contribute more wisdom and strength to the advancement of the comprehensive rule of law in the new era.

Professor Mo Jihong, director of the Institute of Law of the Chinese Academy of Social Sciences, released the of the general report of the Report on the Development of the Rule of Law in China, which pointed out that, in the construction of the rule of law in 2022, China will focus on implementing the whole-process people's democracy, building a law-based government that the people are satisfied with, maintaining a fair environment of competition, improving the public legal service system, developing a comprehensive supervision system, and promoting the normalized fight against crimes related to organizations of a gangland nature and gang-like groups, coordinate the promotion of domestic rule of law and foreign-related rule of law, promote high-quality development with good law and good governance, and create a safe and stable political and social environment for the convening of the 20th National Congress of the Communist Party of China.

Also released at the event were the Annual Report on the Rule of Law in Sichuan Province No.8 (2022) and the Report on the Development Rule of Law in Zhuhai No.4 (2022), which sum up the basic laws and achievements of the practice of the rule of law in a developed western province and a coastal open city respectively, and analyze the common problems faced by the local rule of law, as well as the direction, focus and path of its future development.

The opening ceremony was presided over by Professor Chen Guoping, Secretary of the Joint Party Committee of CASS Institute of Law and CASS Institute of International Law, and the release of the general report of the Blue Book of the Rule of Law in China was presided over by Professor Tian He, director of the CASS Center for Studies of National Indices of Rule of Law and a research fellow at CASS Institute of Law.
