A research team of CASS Institute of Law and CASS Institute of International Law headed by Professor Mo Jihong, director of CASS Institute of Law and dean of the Law School of the University of Chinese Academy of Social Sciences, visited Jiuquan City, Zhangye City, Gannan Prefecture and Lanzhou City in Gansu Province to carry out field investigations from August 17 to 24, 2023.  

The research team carried out field investigation on the "Belt and Road Initiative" projects, foreign-related private enterprises, industrial parks, comprehensive management centers, rural and urban communities, place of worship, etc. in Dunhuang City and Suzhou District of Jiuquan City, Ganzhou District of Zhangye City, Hezuo City of Gannan Prefecture, Xiahe County, Luqu County and Chengguan District of Lanzhou City and conducted face-to-face exchange of views with government officials, grassroots people and business leaders, with a view to getting an in-depth understanding of the rule of law needs of foreign-related enterprises and the basic situation of the construction of the grassroots rule of law in Gansu Province.  

During the field investigation, the research team held five symposiums with local Party committees and governments of Dunhuang City, Jiuquan City, Zhangye City, Hezuo City and Lanzhou City and relevant departments to discuss the main practices, work highlights, experience and achievements, difficulties and bottlenecks, potential risks, policy demands, countermeasures and suggestions relating to legal guarantees of the construction of the "Belt and Road" and the construction of the rule of law in ethnic minority areas.  

The research team also conducted in-depth investigation and research by consulting relevant materials. After the field investigation, it will continue to strengthen communication with relevant departments and units, carefully sort out and scientifically analyze the research data, conduct research on relevant subjects, and strive to produce high-quality and weighty research results.  

Members of the research team included Professor Liu Xiaomei, head of Research Coordination and International Cooperation Department of CASS Institute of International Law, Professor Li Zhong, head of the Rule of Law Strategy Department of CASS Institute of Law, and some young researchers of the two institutes, including Hao Junqi, Lin Xiaoxiao, Tang Linyao, Cai Rui, Ren Hongda, Tan Guanfu, Wang Huiru and Jiang Wan.
