On December 4, 2023, the tenth National Constitution Day, CCTV hosted a special program on National Constitution Day - “The Spirit of the Constitution and the Power of the Rule of Law”, in which the result of the selection of the “Top Ten National Figures of the Rule of Law in 2023” was announced. Professor Mo Jihong, director of the Institute of Law of the Chinese Academy of Social Sciences and dean of the Law School of the University Chinese Academy of Social Sciences, was among the ten persons awarded this honorary title.
Professor Mo Jihong was elected one of the "Top Ten Outstanding Young Jurists in China" in 2004 and given the title of the "Honorary President of the International Association of Constitutional Law (Lifetime)" by the Executive Committee of the International Association of Constitutional Law in 2018. As a constitutional scholar, he published the book Ruling the Country by Constitution as an Important Guarantee for Ruling the Country by Law in 1996, which played an important guiding role in the theoretical research and institutional practice of constitutional law in China.
Since the 18th National Congress of the Communist Party of China, Professor Mo Jihong has actively engaged in the theoretical research of the socialist rule of law with Chinese characteristics in the new era. As an expert member of the Legislative Affairs Commission of the Standing Committee of the National People's Congress, he has participated in the legislative drafting and consultation of hundreds of laws and administrative regulations and directly participated in the drafting of the Law on Protecting Against and Mitigating Earthquake Disasters, the Emergency Response Law and the National Security Law.
In the process of further deepening the reform, expanding the opening up, and actively promoting the construction of "the Belt and Road", Professor Mo Jihong, as a famous Chinese jurist with international influence, will continue to actively publicize the Chinese wisdom and Chinese plan of the rule of law internationally through his influence.
