The Report on Talent Innovation and Entrepreneurship in China Released


The Report on Talent Innovation and Entrepreneurship in China was released in Panyu District of Guangzhou City on December 6, 2020. The report, prepared by Zhi Zhenfeng, a research fellow at CASS Law Institute, in cooperation with experts in relevant fields, shows that 7 cities in China, including Beijing, Shanghai, Guangzhou and Shenzhen, have made marked overall progresses in attracting talents.

The indices used in the assessment include two first-grade indices, namely talent living environment and talent development environment, and 12 second-grade indices. The assessment shows that among the seven cities, Shanghai ranks first in the ecology of talent innovation and entrepreneurship, closely followed by Guangzhou, Shenzhen and Beijing. As far as urban districts are concerned, Haidian District of Beijing ranks first in the assessment, closely followed by Pudong New District of Shanghai, Nanshan District of Shenzhen, and Panyu District and Tianhe District of Guangzhou.

On the basis of the above assessment results, the Project Team puts forward following three suggestions: first, strengthening the coordinated development between first-tier cities and between first-tier urban districts; second, further maintaining the continuity of talent policies; and third, adopting international talent competition strategy for the new era and actively creating global talent highlands.
