On the occasion the 100th birthday of the Communist Party of China, in the upsurge of efforts to carry out in-depth study and implementation of Xi Jinping Thought on theRule of Law and to build Zhejiang into a demonstration zone of rule of law in China, and against the background of fully implementing the CPC Central Committee’s policy on promoting the high-quality development and common prosperity in Zhejiang Province, it is of great significance to discuss from a multi-disciplinary and multi-angle theoretical and practical perspectivea series of major issues relating to "promoting common prosperity and sharing a better life inTonglu" and to share the fruitful results and successful experience of Tonglu in creating a better life. Here I will focus on the following three key issues:

First, Xi Jinping Thought on the Rule of Law. Zhejiang Province is an important birthplace of Xi Jinping Thought on the Rule of Law and an important place for practicingthe construction of rule of law in China. During the period when he was working in Zhejiang Province, Xi Jinping made major decisions and arrangements for the construction of the rule of law in the province. In April 2006, the tenth plenary session of the 11th Zhejiang Provincial Committee of the Communist Party of China adopted the Decision on Constructing a Law-based Zhejiang Province, thereby pioneering the innovative exploration of the construction of the rule of law in China at the provincial level.Xi Jinping Thought on the Rule of Law is the latest achievement of the Sinicization of Marxist theory of the rule of law, an important part of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, and a fundamental principle and guidance for ruling the country by law in an all-round way. The concrete practice and embodiment of the fundamental requirements of Xi Jinping Thought on the Rule of Law has created a good legal environment and provided strong legal guarantee for promoting the economic and social development, the modernization of county governance, and realization the better life of people in Tonglu County.

Second,a better life in Tonglu. From the perspective of law science and the rule of law, the CPC and the Chinese Government insist on the supremacy of the people and continuously benefit the people.Xi Jinping Thought on the Rule of Law points out the direction of development, put forward clear requirements, and provides fundamental guidance for construction of a law-based, peaceful, happy, and beautiful Tonglu.

Third, the rule of law guarantee. The rule of law is not only an important part of building a happy and beautiful Tonglu, but also an important guarantee for achieving a better life and common prosperity in Tonglu. In the book A Sample of Better Life in Tonglu, we can see the power of the rule of law in guiding, promoting and guaranteeing the modernization of Tonglu, and feel the hot temperature released by the rule of law in building a happy and beautiful Tonglu. In recent years, the Government of Tonglu County has creatively practicedXi Jinping Thought on the Rule of Law, strived to create "the best law-based county" in the country, and relied onthe rule of law to provide a strong guarantee for the construction of a happy and beautiful Tonglu, promote common prosperity, and satisfy the new demands of the people of Tonglu for a better life, consolidated the county-level foundation of the rule of law in China and in Zhejiang Province, and innovated the county-level practice of modernization of governance of China and Zhejiang Province, thereby providinga reproducible and propagable Tonglu experience and Tonglu model of law-based county governance for other parts of the country.
