
Abstract: Artificial intelligence is an emerging technology that simulates, extends and expands human intelligence. As such, its morality is particularly important. The moral anomie of artificial intelligence is not only an objective description of phenomena, but also a subjective judgment of value, with both positive and negative effects. From the perspective of the practical response to the realization of morality of global artificial intelligence, the exploration on the moral principles of artificial intelligence shows such characteristics as technicism, dimension reduction, blurring, and inconsistency of core principles. The essence of the moral anomie of artificial intelligence is the interest imbalance brought about by the game relationship between innovation and safety in the technological development. The “technology-the rule of law-humanity” approach to the exploration on the incentive compatibility between technology and morality should be the key to the moral practice of artificial intelligence. Based on this, the introduction of the principle-oriented governance theory creates an inclusive and prudent institutional space between the ideal state of and realistic norms on the realization of the morality of artificial intelligence, and establishes a system of principle-oriented governance consists of the structure of core principles and the choice of tools for the transcription of the morality of artificial intelligence among moral values, technological requirements and legal language.
