
Abstract: The Personal Information Protection Law was recently adopted by the Standing Committee of the National People’s Congress and will come into effect on November 1, 2021. The law gives systematic response to the complex issues and severe challenges currently faced by China in personal information protection, establishes the basic principles of personal information processing, and is conducive to better regulating personal information processing activities and promoting the rational use of personal information. The basic principles of personal information processing established by the Law include: first, the principle of lawfulness, justifiability, and good faith; second, the principle of necessity; third, the purpose-specific principle; fourth, the principle of informed consent; fifth, the principle of individual participation; sixth, the principle of quality guarantee; seventh, the principle of openness and transparency; and eighth, the principle of safety guarantee.
