Abstract: Formulating the Law on the Development and Protection of Territorial Space is an inevitably required by the modernization of the territorial space governance on the track of rule of law. To realize good law and good governance in the field of territorial space development and protection, it is necessary to carry out an in-depth study on the legislation on territorial space development and protection from the perspectives of theoretical basis, system orientation and key issues. In terms of theoretical basis, we should take bringing the construction of main functional areas under the rule of law as the core task and adhere to the adjustment method of system holism. In terms of system orientation, this law should be positioned as the basic law in the field of territorial space development and protection, a comprehensive law aimed at promoting the sustainable development of territorial space, and a regional coordinated development guarantee law focusing on the control from the perspective of ecological civilization. In the process of formulating this law, we should focus on such issues as the systematization of the incentive system, the legal expression of the cross-regional governance coordination mechanism and the legislative mode.
