
Abstract: Party General Secretary Xi Jinping clearly pointed out in the Report to the 20th National Congress of the Communist Party of China that the comprehensive advancement of law-based governance has been a profound revolution in China's governance. Law-based governance is important for the Party's success in governing and rejuvenating the country, for the wellbeing of the people, and for the long-term stability of the Party and the country. We must give better play to the role of the rule of law in consolidating foundations, ensuring stable expectations, and delivering long-term benefits, and we must strive to build a modern socialist country in all respects under the rule of law. Comprehensive advancement of law-based governance is the basic policy of state governance established by the Communist Party of China at its 18th National Congress. It is formed on the basis of summing up the practical experience of the socialist rule of law with Chinese characteristics in the new era, and plays a very important role in promoting and guaranteeing the modernization of the system of and capacity for state governance. Firstly, the change from "governing the country according to law" to "comprehensively advancing law-based governance" is a major leap forward in the concept of state governance; secondly, compared with "having laws to follow", "scientific legislation" raises higher demand on the legislative work; thirdly, "comprehensively advancing law-based governance" has led to tremendous changes in the field of rule of law; and fourthly, "comprehensive advancement of law-based governance" poses new challenges to the improvement of the capacity of the ruling party for exercising state power in accordance with the law.
