Abstract: "The construction of the rule of law culture" is an important part of Xi Jinping Thought on the Rule of Law. Since its 18th National Congress, the Communist Party of China (CPC has attached great importance to the construction of socialist culture of the rule of law and made overall arrangements for advancing it as a task of strategic importance in the construction of a law-based China. For this purpose, the CPC must strengthen its centralized and unified leadership over the construction of the socialist rule of law culture and its self-confidence of the rule of law culture, adhere to the "two combinations" to promote the creative transformation and innovative development of the excellent Chinese traditional legal culture, strive to achieve new results in advancing the construction of the rule of law culture by deepening the practice of comprehensive law-based governance, and promote the innovation and development of the rule of law culture in an environment of openness and tolerance.
