
Abstract: The whole-process people’s democracy is the latest form of people’s democracy in practice as well as the value requirement of people’s democracy itself. The whole-process people’s democracy takes the people’s congress system as the institutional carrier but is not limited to the enrichment and perfection of the people’s congress system. The key to developing the whole-process people’s democracy lies in perfecting the institutional system by which the people are the masters of the country and fully mobilizing the initiative and enthusiasm of people, the main body of people’s democracy, in participating in and discussing state affairs. The institutionalization of the whole-process people’s democracy is manifested in the pursuit of the value concept of “people’s congresses under the rule of law”. At the same time, it is necessary to further strengthen the construction of the system of consultative democracy and grassroots autonomy, expand the united front, and give full play to the role of deputies to people’s congresses, so as to comprehensively and systematically ensure the effective realization of the whole process people’s democracy and promote the smooth progress of Chinese modernization.
