Abstract: China's civilization of the rule of law has a long history and rich connotations, embodying the wisdom and philosophical thoughts of state governance accumulated the Chinese nation in the practice of civilization for more than 5,000 years. In the process of historical development, the thought of "the Joint Rule of Virtue and Law", as the essence of Chinese rule-of-law civilization, shows unique value and far-reaching influence. At present, we must have a profound understanding of the epochal value of "the Joint Rule of Virtue and Law", base ourselves on the new era and new journey, innovate and develop the concept of "the Joint Rule of Virtue and Law" to keep pace with the times, provide ideological support for the comprehensive law-based governance, and provide legal guarantee for realizing the Chinese dream of the great rejuvenation of the Chinese nation.
