ZHI Zhenfeng: Promotion of Public Data Resource Development and Utilization and Its Systematic Institutional Construction


 
 
Abstract: Understanding the state’s promotion of public data resource development and utilization holistically reveals a new connotation: public data resource services provided by the state. This initiative stems from and remains rooted in the state’s intrinsic need to enhance public governance capabilities. Its key components and links include advancing government information disclosure, building transparent governance, and strengthening oversight and accountability. Its value extends to fostering technological and industrial innovation to drive high-quality economic development - a newly emphasized dimension. This evolutionary process comprehensively reflects four aspects of modern state-building: the functional dimension of constructing a governance-oriented government, the ethical dimension of building a transparent government, the market dimension of developing a developmental state, and the futuristic dimension of creating a digital government. In the context of new digital technologies such as big data and artificial intelligence, a systematic approach and holistic perspective must guide integrated efforts to promote public data openness and utilization. From the standpoint of the state providing novel public services, legislation should be enacted to facilitate public data resource development, addressing issues through a combination of public and private law, coordinating comprehensive legislation with sector-specific regulations, and aligning laws, policies, and standards to form a scientific and complete systematized institutional framework.
