Abstract: A comprehensive and in-depth understanding of the underlying legislative logic of the Private Economy Promotion Law is a crucial prerequisite for its effective implementation. The dimension of history and reality, the dimension of economy and society, the dimension of politics and policy, and the dimension of reform and the rule of law are the four basic dimensions in which the underlying legislative logic of the Private Economy Promotion Law can be analyzed. In the dimension of history and reality, the Law is not only a summary of historical experience but also an effective response to current practical problems; in the dimension of economy and society, the  Law is aimed at meeting objective needs both at the economic level and at the social level; in the dimension of politics and policy, the Law embodies both the overall plan at the political level and the comprehensive consideration at the policy level; and in the dimension of reform and the rule of law, the Law is not only inevitably required for comprehensively deepening reform, but also an important measure for comprehensively promoting the rule of law.
