MO Jihong: Promoting the Scientific and Orderly Advancement of the Coordinated Legislative System in the Beijing-Tianjin-Hebei Region with a Spirit of Reform and Innovation


 
Abstract:As a major national strategy, the coordinated development of the Beijing-Tianjin--Hebei region relies heavily on legal safeguards. This paper delves into the construction of a collaborative legislative system for the Beijing-Tianjin-Hebei region, starting from constitutional foundations and incorporating provisions of the Legislative Law to outline its legislative authority scope and collaborative potential. It analyzes current achievements, impacts, and challenges in the collaborative legislation of the Beijing-Tianjin-Hebei region, proposing reform and innovation pathways to establish a scientific legislative system. These include relevant measures by the Standing Committee of the National People’s Congress, the hierarchical construction of a collaborative legislative system, and the establishment of joint enforcement mechanisms and unified judicial adjudication standards. The aim is to promote the scientific and orderly advancement of the Beijing-Tianjin-Hebei collaborative legislative system, so as to provide robust legal support for regional coordinated development.
